Russia's Investigative Committee said civilians uninvolved in military operations were present at the sites, a claim the BBC said it has not independently verified. Rustam Minnikhanov, the head of Tatarstan, confirmed the attack and offered condolences to victims' families, and a mourning period was declared in the region. "This is a tremendous pain for all of us," Nizhnekamsk Mayor Radmir Belayev said. Moscow also said its air defenses shot down more than 450 Ukrainian drones overnight.
